130. An applicant for an authorization to establish or alter a mill residual materials storage, landfill or combustion treatment facility must
(1)  file an application in writing with the Minister;
(2)  provide, in addition to the information required under other provisions of the Environment Quality Act (chapter Q-2) or its regulations, the information and documents required by section 131; and
(3)  (paragraph revoked).
